Plans submitted to turn New Malden property into residential care facility

Plans have been submitted by iPlans, under the instruction of Sunset Rehab, to Kingston Council to change the property at 9 Barnsbury Close, New Malden, from a dwelling house to a residential care facility.

The site currently accommodates a semi-detached property.

The planning application statement reads: "The property façade is mostly rendered with a small section of lower brick to the front elevation. The fenestrations are uPVC. 2.4

"There is no planning history for this property."

It continued: "Sunset Rehabilitation Healthcare Centre works with very vulnerable people to provide them a place where they can live as independently as possible whilst getting the support they need.

"It is proposed to change the dwellinghouse C3(a) and to register it as a dwellinghouse for vulnerable people C3(b).

"This is a 4-bed semi-detached property. There will be no change to the external appearance of the building nor any internal floor plan changes.

"It is proposed for 2 vulnerable people, aged 18 and over to be living at 9 Barnsbury Close. The expected length of stay at this address cannot be specified now, however when the occupant reaches 26 years of age, they cannot stay at the property.

"This proposal will provide semi-independent semi-accommodation for young adults. There will be no personal care needed.

"There will be 2 staff on-site, to provide 24-hour care support on a daily basis. No external staff will be required to visit the property to provide treatment. The facility will be registered with external providers such as CQC.

"The proposed use is within the same Class C3 as the building and does not amount to development."
