Resident seeks premises license review of former Surbiton bar

Following the closure of a bar on Ewell Road, Surbiton, a local resident has submitted an application to Kingston Council to review the premises license of the site.
Niku Bar officially closed its doors last week.
In an application document, the resident said that they want "To get the Licencing of this premises changed as the former Niku bar was a loud and very noisy bar that had regular all day parties in the garden with DJs+ Speakers".
They added: " This was often on Friday evenings and all day Saturday. The Garden is simply not sound proofed enough and the noise was so loud that you could not even sit in your garden or have windows open.
"They should never have had a licence to have such weekly events. The drunkenness after closing time was also problematic and its opposite a home for mental health patients.
"It's not the correct venue to have a licence that it was issued before. It's opposite a home for patients with mental health problems and disabilities, it's surrounded by flats and houses, and the Garden is just not sound proofed or covered adequately to minimise noise.
"The Garden is simply covered in a plastic sheet; it's not a space to have music let alone loud DJ Music and Speakers blasting music all day!
"The after closing drunkenness was also bothersome and the mess of smashed glass and arguments at 1 or 2am in morning is not fair on local residents.
"Revellers also drinking beforehand in our street and leaving bottles and cans was really not good either. It [the premises] simply cannot be another late bar with a Party area in garden; it's just not in the correct area and the noise and Drunken issues were awful."
The resident said that they visited the premises "several times" and met with the managers to complain about noise and was "simply promised that it would quieten down , this never happened".
They also contacted the Licensing Team at Kingston Council on 31 March this year, which they "believe some other residents did".
They said: "[The team] was understanding and helpful and suggested a noise diary . I didn't do a diary but had videos instead."
When open, Niku Bar hosted various licensable activities authorised by the premises' license, including live music performances, recorded music performances, and the supply of late night refreshments and alcohol.
It would host live music performances from 6pm – midnight Monday to Thursday, 6pm to 12.30am on Saturdays and Fridays, and 12pm – 11pm on Sundays.
The bar would also play recorded music from 6pm to midnight Monday to Thursday and 6.30pm – 12.30 am Friday to Sunday.
As per the supply of late night refreshments and alcohol, the bar's operating hours were until midnight from Sunday to Thursday and until 1am on Fridays and Saturdays.
Residents have until 28 August to comment on this application.
