Kingston residents invited to final consultation for borough’s Local Plan

Residents and communities will soon have their final opportunity to comment on Kingston's proposed new Local Plan, subject to committee approval this month.
Kingston's new Local Plan (2028 - 2043) sets out a "vision for a thriving, inclusive and sustainable borough", according to the council.
Kingston Council said: "It reflects the needs and aspirations of local people, providing the homes, jobs, community facilities, culture and leisure opportunities and green spaces for future generations to thrive in, whilst celebrating and protecting what makes our Royal Borough unique."
Councillor Andrew Wooldridge, portfolio holder for leisure, economic development and planning policy at Kingston Council, said: "Kingston's communities have helped us shape our Local Plan and reaching this stage is an exciting milestone in securing a vision for the borough.
"We know that over the years, more people will want to call Kingston home and that this growth must be matched with the services and infrastructure to make this a success.
"The plan sets out our ambitions and how we will achieve this in a way that is sustainable and appropriate for our Royal Borough."
The final draft of Kingston's Local Plan, formally called the publication version, will be considered by Place Committee on 16 June 2026 and then Full Council on 22 June 2026 for approval to go out to public consultation.
The Local Plan and associated committee papers outline the council's ambition to deliver nearly 20,000 new homes across the 15 year plan period together with the infrastructure "needed to ensure that this growth builds thriving and sustainable communities in our Royal Borough".
Unlike the previous consultations on the Local Plan, which have sought a wide range of views to help shape the key planning document, this final consultation stage focuses on whether the plan is sound and legally compliant.
If approved at Full Council, the consultation is set to take place this summer, with the intention to submit Kingston's Local Plan, and any comments made at this final consultation stage, to the Planning Inspector by December 2026.
It is expected that the examination would take place in public in 2027 and, if approved by the Planning Inspector, Kingston's new Local Plan could be adopted in 2027/28.
