Kingston convenience store could become an off-license

A convenience store in Kingston could become an off-license.

Mrs Shraddhaben Siddharthkumar Patel, the store's owner, which is located on Eden Street, is seeking Kingston Council's permission to sell alcohol from 9am – 11pm from Sundays to Thursdays and until midnights on Fridays and Saturdays.

In a licensing application document, Mrs Patel said: "A convenience store intending to operate as an off licence. The premises is a 1600 sqft ground floor setting. Alcohol sales are intended as off-premises consumption. The property does not have an outside area for patrons."

To comply with the council's licensing objectives, Mrs Patel says "Prominent, clear notices shall be displayed at every public entrance stating the actual operating hours of the premises".

Should her application be approved, to prevent crime and disorder, Mrs Patel says all staff will be engaged in licensable activity at the premises will receive training and information in relation to the following:

The Challenge 25 scheme in operation at the premises, including the forms of identification that are acceptable.

The hours and activities permitted by the premises licence issued under the Licensing Act 2003 and conditions attached to the licence.

How to complete and maintain the refusal register in operation at the premises (in relation to the sale of alcohol).

Recognising the signs of drunkenness.

The operating procedures for refusing service to any person who is drunk, under-age or appears to be under-age, or appears to be making a proxy purchase.

Action to be taken in the event of an emergency, including reporting an incident to the emergency services. Training shall be recorded in documentary form and shall be regularly refreshed at no greater than 12-month intervals. Training records shall be made available for inspection and copying at reasonable times upon request of an authorised officer of a responsible authority. Training records will be retained for at least 12 months.

The store owner says that she will also create an incident log and have CCTV installed.

She added that the maximum number of people (including staff) allowed in the premises at one time will not exceed 25.
