42 households move into first batch of new council homes in Norbiton estate

History has been made as families move into the first brand new council homes on Cambridge Road Estate (CRE), Kingston Council has today announced (Monday, 18 March).

The authority said: "This marks a major milestone in our most ambitious housing regeneration programme in living memory."

Working alongside Countryside Partnerships (part of Vistry), the council has officially opened Daisy Court, with 42 households now settling into new homes.

The authority said: "The properties embody everything residents said they wanted when they voted overwhelmingly in favour of the scheme back in 2020."

The comprehensive regeneration of the estate has been shaped from the ground up by the people who live there. The scheme will ultimately deliver 2,170 new homes.

This includes a total of 1,148 affordable homes, addressing the borough's growing and urgent housing need.

According to Kingston Council, the homes now being occupied were built around the priorities residents identified: quality, safety, sustainability and a neighbourhood that feels truly connected to the wider community.

"The new homes are built using the latest sustainable construction methods, with high-quality insulation that cuts carbon emissions and keeps energy bills lower," the council said.

It added: "Fully accessible properties ensure the development is genuinely inclusive, meeting the needs of disabled residents both now and into the future. Shared public spaces and improved landscaping give the place new focal points to gather, relax and belong.

"The wider estate has been designed to create a safer, greener and more welcoming environment, with shared public spaces and improved landscaping for the whole community to enjoy."

Councillor Emily Davey, ward councillor for Norbiton ward and long term champion of the programme said: "This is a hugely significant moment for Cambridge Road Estate and for Kingston as a whole.

"Seeing the first residents move into Daisy Court is the result of years of work, partnership and, most importantly, the support, vision and patience of local residents and neighbours.

"These are the modern, sustainable and genuinely affordable homes residents told us they wanted. This regeneration is about much more than new buildings, though, it is about creating a safer, greener and stronger community for many, many years to come.

"As we work to meet the growing housing needs and aspirations of residents across the borough, delivering the right mix of quality housing and services remains one of our top priorities.

"As we celebrate the first keys being handed over, Daisy Court stands as a call to remain committed to homes that are tenant-centred, functional and future-proofed."

Nick Churcher, Managing Director at Vistry West London, added: "The handover of the first affordable homes at Daisy Court is a hugely significant milestone for the Cambridge Road Estate regeneration.

"These homes represent the first step in delivering hundreds of new council homes across the estate and demonstrate our shared commitment with Kingston Council to putting residents and affordability at the heart of regeneration.

"These high‑quality, energy‑efficient homes set the standard for what regeneration should deliver. Daisy Court is just the beginning, and we remain fully committed to working in partnership to create a greener, more connected community that will serve residents for generations to come."

Kingston Council says that work will continue across the wider regeneration programme, with Building Safety Regulator approval now secured for Phase 1C and works due to commence shortly, delivering a further 122 new council homes alongside the estate's new community hub.

Meanwhile, the planning application for Phase 2 has now been submitted and is progressing through the approval process.

One might have hoped the eighteen-month delay would merit at least a mention, rather than simply republishing a celebratory press release as news.
