Kingston development set for 965 more homes, gym, café and shop

Plans to add 965 homes to a major development in Kingston have been recommended for approval.

Signal Park, in Tolworth, would get 226 more homes than what was originally approved for the site under plans for the second phase of the scheme, bringing the total to 1,176 homes.

Kingston Council officers ruled the plans would optimise the nearly 11-acre site and majorly boost housing delivery. The proposals are set to be delivered by developer Countryside Partnerships and affordable housing provider The Guinness Partnership.

The council approved the original masterplan for the scheme in 2019, which proposed 950 homes overall. A total of 211 affordable homes were built in phase one of the project, which was completed in early 2024, and are managed by The Guinness Partnership.

The council is now due to vote on a fresh application for phase two of Signal Park, which includes detailed plans for 336 homes in four blocks up to 16 storeys tall. It also requests outline permission for up to 629 more homes, a gym, café, shop, community facility and new pedestrian, cycle and vehicle routes.

In a new report, council officers said they supported the design and layout of the scheme, while the height of the proposed blocks was acceptable on balance.

The report said: "The current proposals would result in an uplift in the scale of development when compared with the previously consented scheme, driven by the need to make much more efficient use of sustainable brownfield sites.

An assessment on the impact of the development upon surrounding residential properties has been carried out and has been found to be acceptable."

Planning documents said the scheme would regenerate brownfield land that had been empty for more than 20 years.

The documents added: "The combination of new homes, commercial uses, community uses and public spaces will make this a vibrant new destination in Kingston. The community facility and public realm will support a wide variety of activities, including pop-up uses and community events.

"The development proposes an attractive, well connected, sustainable place for people to live, work and socialise, capitalising on its location next to Tolworth station."

The council's planning committee will vote on the plans next Tuesday (March 24).
