"Incongruous" plans for new flats in Kingston have been thrown out by council planners.

KPG London Ltd had applied for planning permission to create a new floor at 39 Surbiton Road, to make space for two, two-bed apartments.

The application had also asked for permission to convert the existing first and second floor flat at no.41 into two separate one-bedroom apartments.

But Kingston Council refused to grant permission, raising a number of issues with the application.

"The proposal, by reason of its design, form, and materials results in an incongruous form of development that fails to respond positively to the host buildings…and the wider setting of the locally listed parade of buildings," a council report said.

"The proposal provides a poor quality of accommodation for future residents, due to insufficient size of the one bedroom flats, in conjunction with inadequate ceiling height, and lack of both communal and private amenity space."
